Well, the only good thing I can say about this volume is that it's not as terrible as the previous two.
But it is still pretty boring and lacks depth or tension. The stories are very inconsequential. The joker gang is a very boring storyline and so is the team up between Ivy and Clayface. And none of them conect to the "main" Penguin storyline.
The title is very misleading because Penguin (which acts off-charachter here) and the new Emeror Penguin are'nt even the main charachters. There are no main story-arc here at all, just some plots tied very loosely together. Very much like the first two and boring volumes (only slightly better I guess).
