Embrace the Dark by Elizabeth Briggs

The fifth book in the Her Elemental Dragons series is a sequel to the first four. Sora, daughter of current Silver Dragon Kira, has come of age and is now the Ascendant, ready to find out who her four fated mates will be, so she can start her new life as the head peacekeeping dragon. However, the Death Goddess is demanding that Sora take her champion as a fifth mate or she will go to war against the other gods. In addition, a new group called the Unseen believes that humans are being repressed, and is stealing magic from Elementals (and killing them) to get the power they need to take over.

So, I like most of the characters, and Sora has chemistry with her mates. However, the Unseen story line just didn't make sense to me. The people were ruled over by brutal dragon overlords for centuries, but after twenty years of each Kingdom ruling itself and the dragons just keeping peace between them, now a group of humans wants to kill beings for their magic power and destroy the dragons forever? Where were they when the previous dragons burned down entire villages for no reason? The whole plot just didn't work for me.
