A story about dragons without many dragons in it somehow, but centering around dragons.

I think Lady Trent's character and motives were well developed and other characters were as well, all except Jacob. More about Jacob could have been added to the book without being too much. If you like world building, skip this one, the world building wasn't great.

This is a slow burn than everything happening in the last 50 pages of the book. The way it concluded it could easily be a build up to the next book or enough closure to be left as a standalone.
