This book starts off as one of Perry's crime capers, about a charismatic married couple running from the consequences of their actions. But it morphs into a saga of nation building. The characters are a bit cartoonish, and the situations farcical, but overall it is engaging and brings up some serious issues (the environmental sanctity of fragile marine ecosystems not among them).
