Reading the 9th book of a series as your intro to a series is not typically the best way. But it is not impossible. It is not required that you be given any back-story - but you must give the reader some reason to care about at least one character. Or the land. Or a philosophy. Or a ship. This book failed to accomplish that measure of success.
There is hint of an interesting world here. Lots of warring families and clans and philosophies. But in general it was just torture to read and luckily it was not over long.
