The issue opens with Rorschach getting beat down by Rawhead's gang. Rawhead takes off Rorschach's mask, puts it on, and then beats his face in.

The NYC blackout is happening in 1977 and looters have hit the streets. They are breaking windows and stealing stuff. The waitress and the unnamed man leave the street and walk down a dark alley. And as expected, the mystery man pulls a razor blade on the waitress, The Bard's weapon of choice.

Rawhead orders his guys to kill Rorschach and goes on about how he likes wearing the mask. And now Rawhead plans to fight crime in NYC during the blackout and walks away before witnessing Rorschach's death. As the henchman is about to kill him, the tiger flies back into the room and mauls the dude, and eats his arm and likely his face. Rorschach breaks free while this is happening and leaves.

Turns out Rawhead wasn't as tough as he thought. The looters beat his ass and leave him unconscious on the street. Rorschach takes his mask back and leaves Rawhead on the ground. He looks dead but I'm not 100% sure.

The waitress had her throat slit and left for dead but she survived. She identified The Bard as a regular at her diner and testified to put him away. He was acquitted after spending 3 years in prison. Guess what? Rorschach finds The Bard's address and does what society couldn't. He puts an end to the serial killer so he'll never harm another woman again.
