One of those didactic artifacts of their time, in which information is wrapped in an exchange between symbolic characters, in this case the aged Mr. Mumble and a brash youth with an encyclopedic knowledge of (wink wink) everywhere in London it is possible to (wink) relieve oneself in an emergency. Not as funny as the author seems to have thought it was, although the queer is certainly heavily coded in case the reader somehow missed it.
