OMG Ursula K. LeGuin wrote children's books about cats with wings. Are you in yet? Have an excerpt: "The fish in the creek said nothing. Fish never do. Few people know what fish think about injustice, or anything else."
This was a tiny, delightful 48 illustrated pages. I would have guessed it was written around 1970 because the cadence reminds me of kids books of that era, but the copyright page says 1988.

Very cute little story of four kittens born with wings because their mother was worried about their safety, living in the city, with people and dogs and cars and big, feisty rats, and so little food to be shared with everyone living in the city...
The pictures are wonderful.
It's not really a picture book, it's an illustrated short story for kids.
