This is book two of this series set in a world affected by a nuclear disaster making the surface unliveable. For the last five years teenager Caelin and her thirteen year old sister Mardy have had to look after themselves, and Caelin goes out to scav (scavenge) for anything she can trade for just another day in the Lincoln shelter, to avoid the radiation topside. At the end of the first book, the two had been taken into the Undercity by a young man called Jate, who saved them from a bad situation within Lucio’s group of Impartialists. They are now in the safer Undercity, where supplies are never short and she won’t have to go and scav for supplies anymore. But the people of the Undercity aren’t friendly like those in Lucio’s group. People pass each other without even looking or talking to each other. There is no open friendliness and while Caelin tries for a job, she finds no one will give her a job as they fear catching radiation poisoning from her, even though she has been classed safe. Mardy is attending school, but finds herself ignored, similar to what Caelin finds.

They both feel like it is more of a prison and there is ever more danger facing them from Lucio’s Impartialists, who keep trying to break through the Undercity’s barriers and is gaining numbers recruiting other scavs from the other shelters, with promises of a safe shelter and guaranteed meals. Mardy is not enjoying school and doesn’t believe an education will lead to anything better. She agrees to a plan that Jate’s father, the head of security in the Undercity, has made. It is for her to go back into Lucio’s group and get close to him and find to what his plans are for attacking the Undercity. She agrees to spy on the Impartialists without Caelin’s approval or knowledge, which causes a huge rift between the sisters. She disappears before Caelin can stop her and that leaves Caelin needing a plan of her own to get back into Lucio’s camp and to prove her loyalty. Lucio knows she has feelings for Jate and after Jate’s massive betrayal of Lucio and the Impartialists, he is a huge target for revenge by Lucio.

Caelin’s plan involves taking Lucio something he will want and trying to prove she no longer has feelings for Jate and that she in fact hates him! Lucio has a special role for Mardy yet again and Caelin tries to replace her in this latest mission, but Mardy no longer wants to go back to the Undercity. She has been completely brainwashed by Lucio and his idea of the Impartialists. Whether Caelin can even trust her own sister to complete the job she was originally supposed to have for the Undercity and Jate’s father, is now unclear, but Caelin will not give up on her sister! Lucio has plans to overthrow the entire Undercity and its President and he is willing to kill whoever gets in his way, innocent civilians or armed security. It makes no difference to him. He wants to get back at those who drove him away from the position he believes he should have had in the Undercity and the whole city upside as well!

Caelin needs to find out who the contacts are that were embedded into the Impartialists group, but actually working undercover for the Undercity. But this leaves them all under suspicion by Lucio, who has his own spies and close connections to Caelin and the others, who are not as loyal to Caelin as she expected. Caelin’s cover story starts to unravel, as she tries to take Mardy’s place in an important mission for a dangerous Coalition weapon and she finally finds out the true plot that Lucio has for the Undercity. Her attempts to safeguard Mardy backfire completely as Mardy refuses to listen to anything Caelin has to say, especially if it is against Lucio. When Jate gets captured by Lucio, when he comes to rescue Caelin and Mardy, everything falls apart and it seems they will all be given the sentence Lucio gave to another he considered disloyal to his ideals. Caelin now has a difficult decision about who she tries to save, after she gets away, by the sacrifice of another. Does she go for her sister or those who helped her and include the man she loves? She can only save one or the other and may not be able to live with herself if she makes the wrong choice!

A great follow up to Rebel Bound and this book takes you on a further adventure between the lives of those in very different situations. Lucio and his Impartialists versus the Coalition Forces and the safe haven and elitism of those in the Undercity. A strong female lead who is loyal and very protective of her young sister, but finds out that her sister has grown a mind of her own and is determined to live her own life, out from under the wings of her older sister and the only family she has left. A great surprise at the end and one that may bring the sisters back together, but only if they believe what they have been told. One is going to be used again as a bargaining chip and doesn’t even realise what is happening. They won’t believe what others tell them, but I hope they do before it’s too late. I look forward to reading the next book in the series, Rebel Return! A great read for those who want an adventure in a dystopian post-apocalyptic world, with some fantastic characters. I would recommend it to readers of all ages. I received an ARC copy of this book from BookSprout and I have freely given my own opinion of the book above.

Caelin and Mardy are now living in the Undercity, where life is relatively safer. But they don’t fit in, everyone knows they’re Scavs. No one wants to hire a Scav, and thus, Caelin is having trouble finding a job. She doesn’t want to have to depend on Jate forever. While she’s out looking for a job, Mardy is finally in school. She wants Mardy to have the opportunities she never had. But while Caelin is struggling with her own issues, Mardy is having some too. The two sisters are living two very different lives. Meanwhile, the Impartialists are planning something, they just don’t know what. Everyone is on high alert, and it’s making an already tense situation even that much harder. Let’s hope they can find some resolution and fast.

This was a fun second book in the series, though I found Caelin a little relentless. She wouldn’t listen to anything Mardy said, and she insisted only her way was the right way. At the same time, Mardy was acting a little too grown-up for her own good. There was a balance, but they couldn’t find it. We’re left on one heck of a cliffhanger, and so I’m eager to see where Black is going to go with this series. Book 3 cannot come soon enough. Overall, the world is imaginative, with rich characters and a super fun storyline.
